In 2016, Food & Water Watch released a report exposing the loopholes in unregulated water pollution “allowance” programs. Although these programs are touted as environmentally responsible, the option for regulated polluters to purchase pollution “credits” from unregulated polluters allows for pollution levels to remain unchanged despite the public perception that compliance with pollution limits is being enforced.

As part of this report and the subsequent promotion, Food & Water Watch created an infographic that illustrates the process by which point-source polluters and non-point-source polluters collaborate in order to get around environmental regulations and standards.

Originally appearing in the report itself, the illustration was then converted for large-format printing and researcher Elizabeth Nussbaumer presented the poster at a conference for environmental research.
